immigration and emigration in a place like Hong Kong. It is particularly the case with the number of arriving Chinese who use junks and small sailing vessels; in spite of supervision and control many hundred people arrive in the Colony without being recorded. (Although Chinese, coming from China, are not subject to immigration rules and can freely enter or leave the Colony, it is necessary to check up on the exact numbers of Chinese as well as other nationals arriving or departing.)
